What are Citizen's Advice Bureaux?
The Citizens Advice Bureau (CAB) service is a network of bureaux throughout
the British Isles. Wherever it is found, a CAB offers
an advice service that is free, independent, confidential and impartial.
Additionally we campaign on current issues and provide feedback
to government on the effects of social policy.
Bureaux are staffed by volunteers and a small number of paid staff, all
of which are accountable within the bureau to its management group. Each
of the nine Citizens Advice Bureaux in Lanarkshire is an independent charity
run by its own management group. The management group is made up of volunteers
drawn from the local community and they are responsible for the good management
of the CAB service.
A manager is employed in each CAB to ensure the effective delivery of service.
Trained volunteers who are supported by a small team of employees provide
the frontline advice service.
Each CAB is autonomous but is a member of the umbrella body Citizens Advice Scotland. A CAB must meet the conditions of a rigorous quality
assurance scheme to retain membership of the CAB association. Citizens
Advice Scotland provides training, IT support, a unique and extensive
electronic information system, and social policy coordination and
research.

History of the Citizens Advice Service
Citizens Advice Bureaux have come a long way since the 1930s when the “Citizens
Aid Bureaux” were part of the plans to help the population in the
event of war. When World War II was declared in 1939 the CAB Service
opened to give advice about evacuation, allowances and
pensions, and helped to trace soldiers lost in battle or taken
as prisoners of war. Bureaux were seen as a short
term measure but
it was clear when the war ended that there were many more problems
for the population as the government tackled re-housing, employment
and re-deployment,
training and education, and the introduction of welfare benefits.
The continuous changes in society have meant that the CAB Service has
had to continually change and adapt to meet new needs and to widen
its information
base. Our information system is
continually
updated to take account of new legislation as it is passed. This
allows
us to provide up to date information and advice.
